Testing pkgconf-0.9.3.

Other apps don't know about pkgconf, so "make install" should install it as pkg-config, shouldn't it?

We originally did this and people whined about it. Now, we let the vendors deal with it.

You can also do export PKG_CONFIG=/usr/bin/pkgconf or equivalent as mentioned on the README.md.
