lib.sh download() is used by subfile handling in git.sh,
e.g. crossgcc tarballs.
they are not currently cached, but are downloaded directly
in place.
cache them, under cache/file/, saved with the name equal
to the checksum, so: cache/file/CHECKSUM
if the given cached file exists, use it as-is for simple
copy, instead of curl. this avoids re-downloading a lot of
crossgcc tarballs, where different coreboot trees may use
some archives that are the same throughout.

actual source code is not scanned, but config directories are
scanned. simply get the checksum of each file under config/
pertaining to a given project/tree, and also for the given
target. coreboot utilities are also handled.
if it changes, in any way, delete and re-build automatically.
such deletions should probably still be done manually, as part
of understanding the build system, but this change should make
the build system much easier to use during development.

the downside is if you have two projects with repo urls specifying
the same string at the end, but this isn't the case at the moment
and likely won't be the case, but it's a theoretical issue.
this saves on bandwidth when downloading identical submodule repos
between multiple trees within the same multi-tree project
for example, coreboot 3rdparty/vboot is no longer downloaded more
than once, instead cloned locally on subsequent downloads.
if repo/DIR exists, git-pull is attempted, but errors do not result
in a non-zero exit, by design.

prevent duplicate main instances of the build
system from running
the lock file is deleted when the parent process
exits, alongside the tmpdir deletion
the build system must only ever be run ot one
instance at a time, per work directory

we want ./update release to work in release archives.
under the current logic, CHANGELOG would be cloned into
release/, thus breaking ./update trees -f
fix it by adding the file to .gitignore

changes after libreboot 20231101 were imported,
up to libreboot 20231106, and then to revision:
c4d90087535617d4fb31ca94803f9426010cfec5
i945 and gm45 configs were re-done, and dell e6400
was moved to its own tree with the ddr2 fix moved
there, to prevent breakage on ddr3-based gm45 boards
(look at libreboot 20231106 for more info)
several fixes are present in this canoeboot release,
that were only merged in libreboot *after* the
libreboot 20231106 release, and they are:
* c4d90087 add grub mods: diskfilter,hashsum,loadenv,setjmp
* d0d6decb re-add grub modules: f2fs, json, read, scsi, sleep
* 86608721 nvmutil: print usage
* f12f5c3a nvmutil: fix makefile
the release documentation has also been updated,
pulling down newer cbwww and cbwww-img based on
the new canoeboot 20231107 release announcement
