Applied upstream's change, while keeping the increased number of poll
options.

The file moved to `app/javascript/mastodon/locales/load_locale.ts`.
Ported the changes there and deleted `app/javascript/mastodon/load_locale.js`.
- `app/javascript/mastodon/locales/index.js`:
The file moved to `app/javascript/mastodon/locales/index.ts`.
Did *not* port the changes as I want to try something a bit different.

Upstream removed a method close to a glitch-soc theming-related method.
Removed the method like upstream did.

Upstream made changes while we have dropped this file.

Upstream made changes at the end of the file, where we
had our extra lines.
Just moved our extra lines back at the end.

Upstream code style changes.
Applied them.
- `app/services/backup_service.rb`:
Upstream code style changes.
Applied them.
Conflicts:
- `package.json`:
Upstream updated `jest`, moving its config in a separate file.
This config was modified in glitch-soc, so the corresponding changes have
been ported to `jest.config.js`
