todo: is upstream more appropriate?

idk, probably just designate a mod account or something (instance actor?) that acts as an outbox for this stuff

probably have individual notices as replies to an opening post for visibility, maybe tag them with something like thfyi-xxxx

this would work great with a circles-ish feature to restrict visibility to mods plus the fyi'd user

Motivation

we need more visibility around "this action will have this effect", and for transparency, we need to notify our users
