Are there plans to release a new version of pkgconf with this fix soon? As noted in https://github.com/pkgconf/pkgconf/issues/209#issue-799207914, pkgconf is nigh unusable on Windows for me right now since this bug makes it inoperable with tools like cabal-install. If there are no plans to release a new version soon, that's fine too, but having a heads-up would allow me to make a more informed decision about whether I should wait some more or I should contribute this patch to pkgconf in MINGW-packages.

The main blockers for a new release is primarily windows support. Some people dislike some parts of the windows support. I don't personally use pkgconf on windows, so I don't have opinions on it.
